A monolingual text-only no smoking sign

This sign I saw at the Aalto University campus in Espoo, Finland. The sign literally states "SMOKING FORBIDDEN" in Finnish, with the quite standard font and high contrast coloring of public signs.

No-smoking areas are quite common in Finland nowadays, but what strikes me as curious in this sign is the choice of monolinguality. This is an international University environment, and based on anecdotal experience, I doubt that the Finnish speaking population would be the most likely people to smoke. Perhaps this is an old remnant?
