This sign was located in Helsinki, Finland near the entrance to an electronics store. It depicts a quite typical silhouetted generic terrier dog, a green circle around it with a green checkmark. The text states, in Finnish, that "Dogs are welcome!"
It caught my eye as a somewhat rare positive dog sign. Most of the dog signs I tend to see are limiting dog existence, but this one signals a positive area for dogs to exist in. Since this is a less standard sign, it makes sense that the message is emphasized with the text version beneath the visual component. I've been recently seeing more such signs, and this store in particular is in an area where people might be walking (with dogs) and such not limiting the dog-walking clientele is probably good business.
This sort of interpretation is supported by the language choice here. Even though the store is quite near to a cruise ship terminal, I doubt that many people would be traveling with their dog, and as such no English is needed. Though the lack of Swedish in the sign is a bit surprising.
