I like to pay attention to various dog-related signs. In this sign we see an artistic silhouette-style rendering of some sort of Dachshund (I am really bad with dog breeds) raising their leg in a posture that we guess will result in urination. Instead of the more standard red "X" on top, this is accompanied by the text "NO" in a somewhat unusual red font.
The placard looks very much self made, though we've spotted the same dog image in another dog sign several kilometers away:
Note that this latter sign had a "YES" drawn to the dirt under the dog. We can only guess whether this is pure happenstance or if some other person has paid attention to these two particular dog signs.
In any case, the style is very whimsical, and to my eyes the dog even has a mischievous look. The image does not seem to depict the actual urination, but planning of such a thing. With the "NO" underneath it seems to paint a picture where a dog was planning to urinate on the plants, but it was stopped by a shout. With the dogs look it even feels like the dog knew that this was not allowed, but it was gonna try to sneak a pee regardless.
There is a distinct possibility that I am reading way too much into this sign.1 But my reading nevertheless is that unlike the more common forbidding sign, what we have here is more akin to a single pane comic strip, communicating the need to not let your dog urinate here through a less aggressive medium than direct ordering. This reading is partially supported also by the font that seems more hand-drawn or comic-style than what one usually finds in more official signage.
